 Basic about JSC “EREC”

     The Electrogorsk research and engineering center for NPP safety (EREC) is the modern name for one of the oldest research institutions of the nuclear power industry of Russia. The history of EREC dates back to 1956, when, at the initiative of the academician G.M Krzhizhanovsky, it was decided to establish a complex of large scale testbeds for experimental studies of non-nuclear problems of design and operation of the equipment for NPP with water-cooled reactors on the basis of the Federal District Power Station No.3 (GRES-3). The enterprise was created as Experimental Research Laboratory (ERL) of Glavatomenergo Ministry of Power Plants’ construction in accordance with the Decree of the USSR Council of Ministers ¹6992r of 01.12.1956 and the Decree of Ministry of Electric Power Plants ¹3 of 07.02.1957. Until 1976, EREC was known as Experimental Research Laboratory (ERL), and from 1976 to 1994 – as Electrogorsk Research and Testing Station (ERTS) – an affiliate of the Research and Production Association «NPO Energiya». In 1994, EREC (Electrogorsk research and engineering center for NPP safety) was established on the basis of ERTS as a daughter company of VNIIAES (All-Russian Institute of Nuclear Power Plant Operation). In 2003, the Charter of Association of EREC as of the legal successor of FSUDE EREC VNIIAES was authorized by the Decree of the RF Ministry of Property relations order ¹3899-p of 10.09.2003 and RF Ministry of Atomic Energy ¹554-p of 15.09.2003. The Federal State Unitary Enterprise “EREC” was attached a status of particularly radiation-dangerous object by the Decree of the Russian Federation Government ¹2186r of 09.12.2005. The Federal State Unitary Enterprise “EREC” was included into the State register of Rostekhnadzor ¹A02-30752 of 16.01.2006 as a hazardous industrial establishment. The Federal State Unitary Enterprise “EREC” was transformed into JSC “EREC” in accordance with the Decree of President of Russian Federation of 27.04.2007 ¹556 “On the restructuring of the Nuclear Power Industry of Russia” and the Decree of the Russian Federation Government of 26.05.2007 ¹319 “On measures of the establishment of JSC “Atomic Energy Power Corporation”. At present JSC “EREC” is one of the leading research bases of nuclear power complex of Russia.
     Achieved Company’s results were marked by “Gratitude of the President of Russian Federation to the team JSC “EREC” for his great contribution into the development of the nuclear industry” (The Decree of President of Russian Federation of 21.04.2008 ¹202/rp).

 
 Characteristics


  • A complex of experimental facilities (testbeds) – about 30 in total, including thermo-hydraulic, process, water chemistry and automated process control system testbeds. 
  • Access to hot water (P=17,0 MPa, T=170 °C), steam (P=10,0 MPa, T=540 °C) and electricity (up to 18 MW) sources.
  • Convenient location (the 75th km of the Gorky highway).

Licenses

Licenses

License of the Federal Service on Ecological, Technological and Nuclear Supervision No.ÖÎ-03-101-4626 dated 18.02.2009 authorizes operating nuclear plant (NPP) units in terms of execution and rendering of services for operating organizations during operation, repair, reconstruction and modernization of NPP units, including:   

  1. assembling, initial start-up, commissioning, regulatory, functional and guarantee testings, repair following equipment and systems:
    a) electro-technical equipment;
    b) thermo-mechanical  equipment;
    c) instrumentation, information-measuring systems;
    d) systems to ensure and support of water chemistry for NPPs;
    e) safety and automatic control systems;
    f) control, monitoring and automation systems of technological processes, including hard- and software;
  2. use of specialized equipment for realization for above types of activities;
  3. development of procedural and technological documentation (programs, methodology, testing procedures) associated with the above types of activities;
  4. quality control of this work.

License of the Federal Service on Ecological, Technological and Nuclear Supervision No.ÖÎ-09-209-4672 dated 10.03. 2009 entitles to use radioactive substance when SRW and TCW are held on.

License of the Federal Service on Ecological, Technological and Nuclear Supervision No.ÖÎ-11-101-4484 dated 05.12.2008 entitles: 

  1. To design equipment for nuclear power plants:
    a) electrical equipment (including equipment up to 750 kW);
    b) thermo-mechanical equipment;
    c) instrumentation, information-measuring systems;
    d) systems to ensure and support of water chemistry for NPPs;
    e) safety and automatic control systems;
    f) control, monitoring and automation systems (of  hard- and software).
  2. Design of the technological rigging for repair, adjustment and testing of systems and equipment; 
  3. To produce documentation for modernization of the full-scale testing site and instrumentation-testing complex for APCS hardware systems (subsystems) and documentation associating with the object of representative complexes and their parts;
  4. To develop full-scale testing facilities and equipment for performing experimental activities on safety analysis of nuclear installations under design, operating and under improvement, including:
    a) experiment-calculated thermo-physical studies of transients and accident conditions on the systems, equipment and pipelines;
    b) investigation of processes and work out of suggestions on improvement of operating conditions and enhancement of systems, equipment and pipelines reliability;  
    c)  investigation of processes and work out of suggestions on water chemistry improvement; 
  5. To produce materials on justification of reliability and lifetime of electrical and thermo mechanical equipment, instrumentation, information-measuring systems, systems to ensure and support of water chemistry for NPPs, safety and automatic control systems, control, monitoring and automation systems.  
  6. To produce normative and design documentation, programmes and analysis for decommissioning of NPP Units equipment.
  7. To conduct designer’s follow-up activities during the entire life cycle of equipment and components.
  8. Contracting the services of design institutions, conditional to the latter possessing license for the contracted activities.

License of the Federal Service on Ecological, Technological and Nuclear Supervision  No.ÖÎ-12-101-4625 dated 18.02.2009 entitles to produce equipment for nuclear power plants as it concerns its configuration, testing and supply, namely: 

  • thermo-mechanical equipment;
  • electrical equipment;
  • instrumentation, information-measuring systems; 
  • systems to ensure and support of water chemistry for NPPs;
  • safety and automatic control systems;
  • control, monitoring and automation systems of technological processes, including hard- and software.

License of the Federal Service on Ecological, Technological and Nuclear Supervision No.ÝÂ-02-000839 (Ê) dated 01.03.2006 entitles to operate explosive industrial objects (with the use of overpressure equipment - more than 0,07 MPa or at water temperature more than 115 °Ñ).

License of the Federal Agency on Construction and Housing and Communal Services ¹.ÃÑ-1-50-02-26-0-5035004630-035705-2 dated 26 May 2008 entitles to design buildings and constructions of I and II standards of the responsibility.

License of the Federal Agency on Construction and Housing and Communal Services ¹.ÃÑ-1-50-02-27-0-5035004630-035705-2 dated 26 May 2008 entitles build buildings and constructions of I and II standards of the responsibility.


 JSC «EREC» Quality Management System

     Quality management system of JSC «EREC» has been certified for compliance with GOST R ISO 9001-2001 requirements (certification of the complience ROSS RU.IS77.K00004). Quality management system of JSC «EREC» meets the requirement of GOST R ISO 9001-2001 in relation to research and development of the justification and ensuring of safety and reliability objects of use of atomic energy – nuclear power plants, radiation sources and storage facilities. It was confirmed by the first inspection control which was held by the certification body in 2007.

 
Main objectives of EREC
The main objectives of EREC include development, testing and implementation of new scientific and engineering solutions and technologies, to ensure enhancement of safety, reliability and effectiveness of operation of the existing and newly-designed NPP.
